After the release of the adjustment and revitalization plans for the top ten industries, such as automobiles, steel, and ships, the National Development and Reform Commission is working hard to compile and formulate the "Implementation Opinions on the Adjustment and Revitalization Plans for the Top Ten Industries" to ensure that various policies and measures are implemented and effective.

On April 7, Chen Bin, Director of the Industrial Coordination Department of the National Development and Reform Commission, revealed at the "2009 Shipbuilding Industry Response to the Financial Crisis Summit Forum" that behind each of the top ten industrial plans, there is a work division and progress schedule for the relevant departments that formulated the plan, so as to ensure that each plan is "implemented".

According to reports, the division of labor and progress schedule of each industrial plan has clearly defined the leading department, main participating units and implementation time for each proposed work task and policy measure, and requires the relevant departments of the State Council to strengthen communication and consultation, work closely together, and formulate and improve various supporting measures as soon as possible in accordance with the division of labor.

At the same time, the division of labor and progress schedule of each industrial plan also requires relevant regions to formulate specific implementation plans in accordance with the goals, tasks and policy measures formulated in the plan, combined with local realities, to ensure the completion of the adjustment and revitalization goals.

The reporter learned that, as previously reported by this newspaper, the shipbuilding industry adjustment and revitalization plan no longer has so-called "detailed rules", and the implementation of the plan will be carried out according to the schedule attached to the "Shipbuilding Industry Adjustment and Revitalization Plan".

However, it is worth looking forward to that Chen Bin further revealed that according to the deployment of the State Council, the National Development and Reform Commission is speeding up the compilation and formulation of the "Implementation Opinions on the Adjustment and Revitalization Plan of the Ten Major Industries", including the shipbuilding industry, which may have fresh supplementary content.

"According to statistics, there are currently 76 main tasks in the adjustment and revitalization plan of the ten major industries, and all policy measures add up to 120 items, so we have to re-sort these 76 tasks and 120 policies, and formulate a specific implementation rule, that is, to summarize the implementation time, progress and expression of each policy measure into a work framework plan to ensure that all policy measures are implemented and effective." Chen Bin said.

In addition, Chen Bin pointed out that the adoption and implementation of the adjustment plan of the ten major industries has played a good role in helping various industries cope with the financial crisis.

"According to the data I have obtained, the results of some industries may be more significant." Chen Bin pointed out that taking the automobile industry, a key industry of "expanding domestic demand and maintaining growth", as an example, with the help of the revitalization plan, the national automobile sales in March this year are expected to hit a record high.

He said that the national automobile sales in March last year reached about 1.059 million vehicles, which is already history. And the data shows that in March this year, 14 key automobile companies in the country (accounting for 90%-91% of the national automobile sales) have sold 1.026 million vehicles. "Based on this calculation, the national automobile industry sales in March this year are expected to hit a record high."
